Biography
Siaska is managing partner of Arias Panama and has broad experience in labour law, competition and compliance, telecommunications, energy and infrastructure, concessions, public bids and privatisations, as well as administrative law, anticorruption and corporate.
She was partner for 21 years in a renowned firm in Panama and supervised all the governmental procedures and negotiation formalities, collections inside the litigation department and advised foreign investors in the main processes of privatisation in the areas of energy, water, sugar and cement, among others.
In telecommunications, she directed the group in charge of drafting the General Law of Telecommunications of Panama and its Regulation Decree in 1995, still binding.
She has a master’s degree from Harvard University (1988 LLM) and a bachelor’s degree in law and political science (summa cum laude) from USMA (Panama,1987).
Siaska serves as a neutral arbitrator for the International Centre for Dispute Resolution of the American Arbitration Association (AAA-ICDR) and Hearing Officer for National Arbitration & Mediation (USA-NAM).
