Octavio Lecona Morales is a partner in Holland & Knight's Mexico City office, where he focuses his practice on telecommunications, media and technology, as well as mergers and acquisitions (M&A). He has served as an in-house attorney at Telefonica and a former telecommunications regulator responsible for regulatory matters in Mexico. Mr Lecona has drafted, negotiated and completed high-profile transactions, including M&A, joint ventures, corporate restructurings and general contractual matters.
Mr Lecona’s telecommunications and technology industry clients include fixed and mobile services providers, fibre optics network developers, data centre operators, manufacturers of mobile telephone accessories, resellers of telecommunications services, and owners and operators of wireless and broadcast communications infrastructure. Mr Lecona submits and attains licence applications, administrative proceedings before the telecom regulator, appeals before specialist courts hearing telecom and antitrust matters, and drafting and negotiating agreements with major carriers, including the indefeasible rights of use (IRUs), services, construction and purchase agreements.
