Educated at Pontifical Catholic University of Peru, School of Law (summa cum laude, 1974). International contracts at Fordham University (New York, 1977); visiting professional programme at New York University (1981). Former president of the National Institute for the Defense of Competition and Protection of Intellectual Property (Indecopi); former president of the National Foreign Investment Commission (Conite); former director of the Supervising Commission on Telecommunications Private Investment (Osiptel); former vice minister of fisheries (1990); Congressman (1995–2000); chairman of the Civil Code Reform Commission (1996–2000); chairman of the Congressional Justice Commission (1995–1996). Fluent in English and Spanish. Practice areas: banking, corporate law, M&A; projects finance; foreign investment; intellectual property, e-commerce and public concessions.
