Former president of the National Institute for the Defense of Competition and Protection of Intellectual Property (Indecopi); former president of the National Foreign Investment Commission (Conite); former director of the Supervising Commission on Telecommunications Private Investment (Osiptel); former vice minister of fisheries (1990); Congressman (1995–2000); chairman of the Civil Code Reform Commission (1996–2000); chairman of the Congressional Justice Commission (1995–1996).
