Biography

Carlos’ practice includes energy (oil, gas and power), foreign investment, infrastructure projects and arbitration. His expertise extends to the operational, technical and financial components of these industries. He is recognised for his negotiation skills and for addressing permitting and day-to-day regulatory particularities, along with providing advice through the wide array of supervisory procedures pertaining to them. 

He has been involved in legal strategies of major international and local disputes, including issues worth over US$300 million and is sought after to consult in the drafting of new regulation.

He is a member of the Lima and Arequipa Bar Associations, Peruvian Academy for Mining, Oil and Energy Law; Rocky Mountain Mineral Law Foundation; Association of International Petroleum Negotiators and the OECD Parliament Consulting Board.

He holds a master’s in international relations from the Johns Hopkins University (SAIS), and a law master’s from Universidad Carlos III, Madrid. He is also an Army Reserve Officer.
