Carlos Ochoa is a partner in Holland & Knight’s Mexico City office. Mr Ochoa focuses his practice on energy, infrastructure, real estate, project finance, corporate services, mergers and acquisitions, and arbitration and litigation. He has more than 18 years of experience working in the energy, electricity, oil, gas, renewable energy, liquefied natural gas and government procurement sectors, representing Mexican state-owned companies and energy private corporations. Mr Ochoa is well versed in public bids, auction processes, contracts and regulatory matters, as well as representing Mexican and foreign companies and financial institutions in all financial transactions, including domestic and cross-border financings.
Prior to joining Holland & Knight, Mr Ochoa served as legal chief for international and investment affairs at the Comisión Federal de Electricidad (CFE) from 2011 to 2013. Mr Ochoa also worked as the director of the Hydrocarbons Regulation Department at the Ministry of Energy from 20010 to 2011.
