Alexis Herrera Jr is a partner at Icaza, González-Ruiz & Alemán, with over 25 years of experience. He specialises in government contracts/public procurement, mergers and acquisitions, corporate law, maritime law, energy law and e-commerce.
He is the partner in charge of the mergers & acquisitions and public procurement departments. He has advised the Panamanian government and multinational companies in public bidding and financing processes, including PPP projects. Regarding M&A, he has been involved in transactions involving the acquisition/sale of major business enterprises in Panama, as well as cross-border acquisitions, mergers and joint ventures. He provides corporate legal and regulatory advice to multinational companies doing business in Panama and companies involved in the petroleum market.
Alexis is also part of the team of arbitrators for maritime matters of NAM, a leading ADR in the United States, as well as for labour matters at the Panama Canal Authority.
In addition, he was a member of the drafting commissions of legislation such as the amendments to Book II of the Panama Commercial Code (2013–2014), the Regulation for the Panama Maritime Labor Convention of ILO (2006) and the Regulation of Labor Law at Sea and Navigable Waterways.
His representative work includes providing legal advice in the sale of Universidad Interamericana de Panama by Laureate Education, Inc, the acquisition of Grupo Rey by Corporacion Favorita, as well as to private investors and global lodging companies in transactions involving the sale or acquisition of hotels, such as the JW Marriott (Panama City) and the former Sheraton Bijao. Also, he has provided advice during and after the procurement process to companies that have been adjudicated for major projects such as the Centennial Bridge and the Fourth Bridge Crossing the Panama Canal.
Alexis holds a bachelor’s in finance and economics from Saint Joseph’s University, Pennsylvania, USA (1993), and a Juris Doctor and a maritime specialisation certificate from Tulane Law School, Louisiana, USA (1996).
He is licensed to practise in the Republic of Panama and Louisiana, United States of America.
