Carlos Ochoa is a partner in Holland & Knight’s Mexico City office. Mr Ochoa focuses his practice on energy, infrastructure, real estate, project finance and corporate services. He has more than 12 years of experience working in the energy sector and extensive experience in the areas of electricity, oil, gas, renewable energy, liquefied natural gas and government procurement, representing both Mexican state-owned companies and energy private corporations. Mr Ochoa is well versed in public bids, auction processes, contracts and regulatory matters. He also has experience representing Mexican and foreign companies and financial institutions in all matters related to financial transactions including domestic and cross-border financings.
Prior to joining Holland & Knight, Mr Ochoa served as legal chief for international and investment affairs at the Comisión Federal de Electricidad (CFE) from 2011 to 2013. From 2010 to 2011, he was the deputy general counsel for Mexico and Latin America at Invista. Mr Ochoa also worked as the director in the Department of Hydrocarbons Regulation within the Hydrocarbons Under Ministry's Office at the Ministry of Energy from 2009 to 2010.
