José Guilherme Berman is a partner in BMA's regulatory enforcement and infrastructure and regulatory and government affairs practice areas. He has solid experience in individual and collective actions involving various areas of public law, such as public bidding procedures, electric energy, oil and natural gas, price regulation, environmental law, administrative misconduct, anticorruption law and expropriations. He represents clients both at the administrative level (budget oversight tribunals, the federal Controller-General's Office, and regulatory agencies) and before the courts.
Before joining BMA, he worked both in private practice, and gained experience in the public sector, as legal advisor to the State Secretariat for Government Integration and to CEDAE, Rio de Janeiro's state-owned water supply and sewage treatment company.
José Guilherme lectures in Comparative Law at PUC-Rio. He taught Constitutional Law at UNESA, and is the author of books and articles published in legal journals.
