Carlos is a partner and practice group leader of the administrative law and administrative contracting group. He has extensive experience advising on administrative procedures, administrative litigation proceedings, public bids, the creation of public–private partnerships, public works concessions, project financing, and constitutional challenges before the Constitutional Court.
Carlos advised China Development Bank in the financing scheme for the reconstruction of RECOPE's petroleum refinery, a public concession project, valued at US$1 billion. He is also part of the Association of Public Procurement Professionals (ASOPROCA).
He obtained a JD equivalent, with honours, from the University of Costa Rica, and specialised as a public notary at the same university (2002). He also obtained a master’s in administrative law from the Carlos III de Madrid University (2005) and is a PhD candidate in public law at the same university.
