Eduardo Carvalhaes is a partner in BMA’s infrastructure and regulatory and government Affairs practice area. He has solid experience in licensing, competitive bidding procedures, administrative litigation and other forms of legal support in regulated markets (telecommunications, electrical energy, mining, oil and natural gas, public sanitation, highways, ports, transportation, healthcare, medical products, food and beverage, controlled substances). 

He acts in public law matters before regulatory agencies and other governmental authorities, including public accounts tribunals, and advises in public-private partnership projects, modeling and financing projects under government contracts, concessions and tariff reviews. 

Eduardo also advises clients on the restrictions on foreign investment in some sectors of the Brazilian economy, such as broadcasting services, the newspaper industry and health services, and on investigations and proceedings involving corruption and administrative misconduct.
