Can a poor corruption score be cause to celebrate?

Latin America’s largest countries continue to be among the worst performers globally on Transparency International’s latest Corruption Perception Index, but some have challenged the figures, saying the poor rankings may be the positive outcome of widespread anti-corruption campaigns bringing previously hidden corrupt practices into the open for the first time.
