About the Author
With over 30 years of experience, Gabriel González-Ruiz has been a partner at Icaza, González-Ruiz & Alemán since 1990. His areas of expertise include public contracting and privatisation, administrative law, banking law, tax law and project finance.
He has participated as legal adviser and team leader in a wide range of project finance transactions held in Panama, representing domestic and international companies. Some of the transactions include: legal adviser to Empresa Nacional de Autopistas (ENA) and ENA Sur in the acquisition of 100 per cent of the capital stock of ICA Panamá; and in the securitisation of revenues for tolls on the Corredor Sur motorway; the structuring process and implementation of the restructuring of Howard Air Force Base and the creation of the Panama Pacific Special Economic Area; as well as the structuring process and implementation of the international public selection process of a Master Developer.
Gabriel obtained a degree in law from the University of Panama in 1978 with the thesis "The Autonomy of Commercial Law", publication recommended by the grading jury. He is a member of the Panama Bar Association.
Mr González-Ruiz has been recognised for his expertise by leading legal directories such as Chambers and Partners and IFLR1000.
