About the Author
Mr Pérez obtained his law degree at the Universidad Católica Santiago de Guayaquil, and later obtained his LLM in Comparative Law at NYU and an LLM and SJD at the Harvard Law School.
Mr Pérez Loose is one of the founding partners of Coronel & Pérez. He was the legal counsel to Empresa Eléctrica del Ecuador Inc (Emelec) from 1992 to 1998. Emelec was the largest private distributor of power in Ecuador. Mr Pérez Loose was involved as counsel to Duke Energy in an ICSID arbitration (ARB 04/19) against Ecuador. He has also acted as expert witness on Ecuadorean law in various investment arbitrations on behalf of such companies as Occidental, Perenco, Burlington and Murphy. He has vast experience in public contracts, administrative law, arbitration and foreign investments. Mr Perez has worked as legal adviser to Sumifru International, a subsidiary of Sumitomo Corp, Shell Corp and some Ecuadorian companies including Grupo Vilaseca and El Universo. He was legal counsel to the President of the Republic of Ecuador from 1982 to 1984, as well as to the Attorney General of Ecuador from 1979 to 1980, and was part of the team of attorneys in the international division of the First National Bank of Boston. He is a life member of the American Society of International Law and American Society of Comparative Law. He is also a member of the International Bar Association. Mr Perez Loose is licensed to practise as foreign legal consultant in the State of New York.
