Peru has never had merger control. A number of bills have been introduced, but each time strong voices in government, the media and the legal community have repelled further intervention in the economy. However, a recent lawsuit looking to break up a newspaper deal that plaintiffs say violates the constitution could change that. Harry Phillips reports
