Depositors in Ponzi scheme are not 'investors', says ICSID tribunal
An ICSID tribunal has ruled that it lacked jurisdiction to hear claims brought by 137 Canadians against Costa Rica because money lost in a Ponzi scheme did not constitute an investment under the terms of the Canada-Costa Rica bilateral investment treaty.
