Brazil announces oil bids but challenges remain

Brazilian President Dilma Rousseff has approved a long-awaited bidding round for onshore and offshore oil blocks to bring an end to a five year hiatus sparked by legislative wrangling over royalties, but the question of how those royalties will be divided between states remain unanswered, while lawyers are asking whether Brazil’s local market is equipped to deal with stricter local content rules.
