Decree 520 - Ministry of Health and Social Protection establishes guidelines for the manufacture of antiseptics and disinfectants for external use categorized as medicines for use in the health emergency.

Decree 492 - Ministry of Treasury and Public Credit authorizes the transfer of resources from state-owned financial entities to the National Guarantee Fund, for the issuance of new credits, to keep credit relationships active and to help finance micro, small and medium-sized companies.

Decree 491 - Ministry of Justice and Law establishes emergency measures to guarantee the continuity of public administrative functions and procedures before these authorities, adjusting the terms for the authorities' response to requests, among other provisions.

Resolution 080 - National Procurement Agency suspends visits to the construction sites and the supplementary guarantees of the type documents for public tenders regarding public transport infrastructure projects.

Decree 471 - Ministry of Agriculture and Rural Development repeals part of Decree 1071 of 2015 on the agricultural, fisheries and rural development sector to regulate the prices policy for agricultural inputs.

Decree 486 - Ministry of Agriculture and Rural Development establishes economic incentives for the agricultural sector so that said industry and national food security can be protected during the emergency.

Decree 488 - Ministry of Labor establishes regulations to maintain the public order regarding labor matters during the emergency, in relation to layoffs and notices for collective vacations.

Circular  - National Infrastructure Agency Establishes guidelines for the application of Resolution No. 471 of 2020 issued by the National Infrastructure Agency and other measures adopted at the national level in compliance with the national order of mandatory isolation.

External Circular 012 - Superintendence of Finance establishes preventive measures for the use of biometric authentication devices.

Decree 482 – Ministry of Transport establishes measures for public transport services and infrastructure, such as the suspension of tolls in Colombia.

Decree 475 - Ministry of Treasury and Public Credit grants powers to change the destination of tax payments for spectacle industries and activities in order to use these resources for the mitigation of the emergency.

Decree 476 - Ministry of Health and Social Protection facilitates the processing of health permits and manufacturing requirements for medicines, therapeutic products, medical devices, biomedical equipment, in vitro diagnostic reagents, cosmetics, and household hygiene products and absorbents for personnel required for the prevention, diagnosis and treatment of COVID-19.

Decree 473 - Ministry of Treasury and Public Credit regulates public credit operations whose execution does not include the financing of investment expenses.

24 March

Resolution 03130 - Superintendence of Notary and Registry suspends administrative proceedings of the Public Instruments Registry Office until 13 April.

External Circular 100-000004 - Superintendence of Companies issues rules to regulate meetings of boards of directors.

Resolution 037 - National Civil Registry establishes a contingency plan for the registration of births and deaths during the health emergency.

Resolution 002782 - Urban Development Institute suspends contracts and agreements, and creates exceptions for public health reasons.

External Circular 002 - Superintendence of Industry and Commerce bans the use of physical and electronic fingerprint devices to collect biometric information.

Resolution 03133 - Superintendence of Notary and Registry regulates the hours in which notaries may operate in the national territory. Accordingly, notaries will have certain dates to operate and may only do so between 10:00 am and 1:00 pm.

Circular 325 - Superintendence of Notary and Registry clarifies that curatorships will not operate during the mandatory isolation, and that consequently the terms of procedures carried out in their respective offices will be suspended during this period.

23 March

Decree 469 of 2020 – Ministry of Justice grants powers to the constitutional court to waive the suspension of terms declared by the superior judicial council to give continuity, if necessary, to its constitutional duties.

External circular 001 – Superintendence of Industry and Commerce establishes that telephone operators and private entities can supply personal data to public entities during public health emergencies.

Decree 468 - Ministry of Treasury and Public Credit authorises new economic operations for Findeter and Bancoldex to respond to the national emergency.

Agreement PCSJA20-11526 - Superior Judicial Council announces extension on previous announcement from 15 March, which suspends judiciary, except in cases of guarantee procedures or criminal trials (from 19 March to 12 April).
