Raul Gallegos, the director of Control Risks’ global risk analysis group in Bogotá, is confirmed as keynote speaker at the Latin Lawyer Live 11th Annual Oil & Gas along with panellists from Shell, Golar Power and Pan American Energy.

The event will take place at the Hyatt Regency Cartagena and will be chaired by Vera De Brito de Gyarfas of Mayer Brown LLP.

Newly confirmed speakers include Nour Salmen, commercial manager of Shell’s integrated gas department; Celso Silva, executive vice president of Golar Power; and Gonzalo Fratini Lagos of Pan American Energy.

Following the morning keynote, the first panel will concentrate on regulatory changes in Argentina, Brazil, Colombia and Ecuador made to attract exploration and production companies to invest in offshore and onshore activities.

The second panel, on the development of midstream facilities and other energy infrastructure, will cover three topics. First up is the Mexican energy reform and development and financing of new infrastructure projects, followed by the commercial and regulatory consequences of the Petrobras divestment programme. Panellists will then discuss the implementation of the Colombian natural gas expansion plan.

Following a networking lunch, the conference’s third panel focuses on the unconventional development of oil and gas fields in Latin America bringing in perspectives from the development of US shale fields.

Panel four will discuss the development and financing of liquified natural gas projects in Brazil, the Caribbean and Colombia.

The final panel of the day will look at Latin America's place in the road to transforming the global energy sector from fossil-based to zero-carbon.

Mayer Brown will host a drinks reception at the end of the day.
